PUBLIC NOTICE

Narragansett Indian Tribe — Governmental and Guardianship Reformation

SECTION I — DECLARATION

NOTICE IS HEREBY GIVEN, pursuant to the authority vested in the Federally Recognized and Acknowledged Narragansett Indian Tribe, and acting under the authority of the Treaty of Peace, and protected by Article I, Section 2 of the United States Constitution, that the Tribe has formally dismantled all current governmental and guardianship structures effective 00:00 hours on November 5, 2025.

SECTION II — TRANSFER OF GUARDIANSHIP

A Special Open Public Meeting, commencing at 00:00 hours on November 5, 2025, and concluding at 00:00 hours on December 5, 2025, will be held to oversee this historic transition.

At 00:00 hours on November 5, 2025, the Incorporation of Providence Plantations in the Narragansett-Bay shall lawfully assume the role of Guardianship for the Narragansett People (Tribe).

SECTION III — NULLIFICATION OF STATE LEADERSHIP

All leadership employed or created by the State of Rhode Island is declared void and shall have no governmental powers.

SECTION IV — INVOCATION OF CONSTITUTIONAL CLAUSES

Tribal Members, Corporate Members, and Rhode Island and Providence Plantationers have invoked Clause 2 and Clause 3 of the ratification of the United States Constitution for the State of Rhode Island and Providence Plantations, to adopt and reestablish the Incorporation of Providence Plantations in the Narragansett-Bay Government.

SECTION V — GOVERNMENT REESTABLISHMENT

This government shall be led by Governor in Chief and Lord High Admiral (President) Shareff S. Champlain (Nahigganneucks, alias Narraganset, Tribal Member #2005).

SECTION VI — EFFECTIVE DATE

This Public Notice is effective starting 00:00 hours on November 5, 2025.
